How does this guy go from Max Dillon, to Electro? I'm not sure, the only way to find out is to watch. The movie may not tell his story the same way the comics did.
   What I can tell you, just from the picture, is that he is an Oscorp employee, so maybe that relates to his powers. He looks like a doof, so maybe he was pushed around by someone, and after he gets his powers he decides to return the favor.
